Open educational resources (OER) have been defined by the Hewlett Foundation as teaching, learning, and research resources that reside in the public domain or have been released under an intellectual property license that permits their free use and re-purposing by others. The report presents results derived from four different national-representative samples of higher education faculty and administrators.
